Mission

Joint Incident Site Communications Capability (JISCC) was developed by the National Guard Bureau (NGB) J-6 and PEO C3T SPO as a deployable communication capability to support validated DoD and interagency information sharing and communications needs in accordance with the Joint CONUS Communications Support Environment. The JISCC is the State Governor's military solution to provide emergency communications to first responders at an incident site. All 54 states and territories have received training and equipment to fully operate and provide emergency response services to an incident scene.

Description

The JISCC consists of five modules: (1) Reachback Communications Module, (2) Voice Interoperability Module (3) On-Scene Command Post Integration Module, (4) Incident Site Communications Module, and (5) Support Equipment which provides VOIP, Data, VTC, SIPR, NIPR, Commercial, and radio bridging/interoperability to a local incident that can accommodate as few as 1 user and can expand up to 80 subscribers. The 5.5Tons of electronic equipment is transported in a C-130 deployable trailer that can be unpacked and deployed within an hour of arriving at the incident site. The system was designed for flexibility of mission type and most of the equipment is contained in suitcase type wheeled cases or two man lift cases, providing ease of transport once at the incident site. The JISCC contains it's own external power sources and environmental control to ensure even in the most austere environments, the JISCC will be able to support first responders.
